CLECs Gain Ground with SMBs Thursday June 12, 2008, 11:07 pm ET CEDAR HILLS, Utah, Jun. 12 /Patrick Oborn/ -- Is there a resurgence in the popularity of telecommunications providers that compares with the late 1990's?
