Momentum Builds for CLECs

DRAPER, Utah, Apr. 23 /Patrick Oborn/ -- Is there a resurgence in the popularity of telecommunications providers that compares with the late 1990's? The answer may surprise you. Since the crash of the Internet bubble, struggling telecoms have seen Darwin in action as many companies were forced with the choice of bankruptcy or forced consolidation. However, some companies chose the road less traveled: innovation. By offering customers more for less, many small to medium size business customers are finding that they can upgrade to integrated T1 service for the same cost of five regular phone lines.

Min Lieu owns a small insurance agency in North Dakota. Five years ago he signed up with XO Communications for a TDM-based integrated T1 line for $870/month, which did not include local or long distance calling. Recently, he was offered XO's version of a dynamic circuit called "XO Flex" for half of the price he was already paying. "I would have been a fool not to take the deal" stated Mr. Lieu. "I'm able to add headcount with additional voice lines, without any increase in expense or degradation in high-speed Internet performance."

The old-school integrated T-1 was analog in nature, and came with 24 configurable channels (called a trunk) which could be configured to carry either voice or data traffic. The new "dynamic" trunks are all-digital and can change on-the-fly to carry either data or voice traffic. This comes in handy when none of the voice lines are in use - all channels can revert to carrying data traffic, giving the end-use a full 1.5 MBPS of broadband. Each phone call requires only 64K of bandwidth, so even a small handful of calls only slows down the data connection by a nominal amount.

"True convergence means that I can finally have just one phone company, without being at the mercy of Ma Bell" added Steven Lankto of Jersey City. "Having a data pipe that is intelligent enough to know when it needs to become a voice pipe, without any input from me, is genius. I'm glad that the technology is here and in the price range of businesses like mine." Mr. Lankto isn't alone; there is now widespread acceptance of integrated voice and data service in the New York metro area and across most larger U.S. cities.

With the help of super-CLECs like XO Communications, PAETEC, Nuvox, One Communications, Cavalier Telephone, and TelePacific, small business owners everywhere now have access to non-Bell service that is on par or better than those being offered by the former Bells. Integrated T1s that do more and cost less have transformed into a solid beach head for the newcomers. Will this train of innovation, lower prices, and services that add value to SMB's continue to roll down the tracks of progress? It's all up to our government - and which political party controls the FCC. Without the deregulation act of 1996, we would have never known just how much the CLECs were capable of.
