Only the FCC Can Stop CLEC Momentum Wednesday June 10, 2009, 12:00 pm ET CEDAR HILLS, Utah, Jun. 10 /Patrick Oborn/ -- Small businesses all over the country are discovering a whole new universe of broadband access. As the price of commercial-grade telecommunication services continues to drop, more and more enterprises are starting to drop their plain old telephone service lines in favor of all-digital T1 trunks that deliver voice and data over the same connection. These new enhancements were made possible by the increasing pace of consolidation in the telecommunication industry along with the increasing value bigger phone companies can provide. "When we moved into our new location here in Los Angeles" commented John Baker, a small business owner in San Diego, California, "we feared having to sign up for commercial telephone and internet service. Until about a year ago, the services being offered to us were TDM, which doesn't come cheap. Thankfully our Telarus commercial telecom broker recommended that we give TelePacific a try, and we did. One year later, we've never had an erroneous bill, our phone and data are all on one single dynamic T1, and we can focus on what we do best - brokering mortgages." The two basic Integrated T1 line configurations, as they exist in today's market, are analog and digital. Commonly referred to as "trunks", these 24-channel bundles transmit TDM signals directly to the service provider's network via a local loop. Unlike analog trunks, whose configuration can not change once the channels have been allocated, digital "dynamic" lines can change reconfigure themselves from data, to voice, and back again. This ability to reclaim voice channels for data broadband access when not in use gives the user the performance of two T1's in one. Min Lieu owns a small insurance agency in Kentucky. Five years ago he signed up with XO Communications for a TDM-based integrated T1 line for $870/month, which did not include local or long distance calling. Recently, he was offered XO's version of a dynamic circuit called "XO Flex" for half of the price he was already paying. "I would have been a fool not to take the deal" stated Mr. Lieu. "I'm able to add headcount with additional voice lines, without any increase in expense or degradation in high-speed Internet performance." Looking in the crystal ball of the future, it is clear that new an innovated services being offered by the few super-CLECs remaining will drive innovation higher and prices lower. New technology is being pressed to the forefront by lower prices that the mainstream of small businesses everywhere can comfortably afford. As the competitive local exchange carriers continue to compete by introducing new and exciting products at prices most small businesses can afford, they are coming up against increasing resistance from the RBOCs who are forces to lease their own copper lines to these CLECs at reduced rates. This reality has the CLECs rushing to deploy their own networks and fiber routes, but the FCC may ultimately relax the mandate - leaving all of us wondering how long the party is going to last.
